9 November 2010- LEP Update
Progress on the Norfolk/Suffolk LEP continues, a letter of intent has been sent to Ministers on 5th November. The new proposal is being worked on and it is hoped that it will be submitted to Ministers on 12 November, with a green light on the proposal expected from the Government shortly afterward.

26 July - Representatives from the Local Authorities met on to discuss what they wanted to see from an LEP organised by Norfolk County Council.
28 July - Representatives from the Norfolk business community met to discuss what they wanted to see from an LEP organised by Norfolk Chamber of Commerce
4 Aug - Representatives group from the 28 July business community group met to fine tune their ideas for a LEP
11 Aug - Representatives from all Local Authorities and Representatives from the business community constituting the LEP Proposal Transition Board met to pool thoughts and ideas and decisions were made.
24 Aug - LEP Proposal Writing group comprising of businesses and local authorities to finalise LEP proposal
31 Aug - LEP Proposal Board to sign off LEP proposal and appoint a LEP Transition Board
25 Oct - Norfolk Chamber Business Debate, Dunston Hall, Norwich
1 September onwards - Transition LEP Board made up of local authorities and business community representatives to move process forward including putting in bid to Regional Growth Fund by Christmas.

4 August 2010- Meeting of Business Representatives to further discuss the LEP
A smaller number of delegates from the business community met to fine-tune the issues debated at Dunston Hall on 28 July.
Business representatives agreed that the LEP should provide "leadership to increase the economic prosperity of Norfolk", and that the Business Community should provide that leadership and the necessary drive. Once again, promoting economic growth was established as the number one priority.
The consensus regarding the size of the LEP was further reinforced: there should be a Norfolk LEP but with strong strategic alliances with other areas.
With the overall aim of economic growth in mind, representatives felt that the Business Community should have the larger of members on the partnership board. Again, this echoed views expressed on the 28 July. In addition, it was agreed that imaginative funding methods would be needed for the LEP to function.
At the meeting it was noted that keeping businesses (however large or small) informed and engaged would be crucial to the future of the LEP. Overall, it was recognised that an imaginative, business-led approach will appeal to the wider business community as well as the Government.
28 July 2010- Report of the LEP Business Leaders’ Debate at Dunston Hall
At this debate representatives from the business community came to a consensus on a number of issues relating to the functions and governance of the LEP.
Firstly, in terms of priorities, the consensus was that increasing economic growth in Norfolk should be the principal aim. Other important issues, such as increasing investment, improving skills levels, developing a low carbon economy and improving infrastructure were all highlighted as key contributors to achieving growth, as well as being products. Business leaders gave a high level of commitment to growth and the other issues, except housing/planning, which was deemed as predominantly a matter for the local authorities.
Secondly, the consensus during the debate was that Norfolk should form its own LEP, and that strong strategic alliances with other regions should be maintained and developed where necessary.
Thirdly, with regard to the question of the governance of the partnership the business community favoured an LEP board consisting of a 60:40 ratio of business representatives to public sector members.
Finally, in terms of funding, it was recognised that LEPs would need to be partially self-sustaining and innovative.
28 July 2010- Norfolk Chamber of Commerce Briefing Note for LEP Business Leaders’ Debate at Dunston Hall
LEPs will focus on employment and enterprise, and as such the Government expects businesses, working in partnership with local authorities, to play a major role in both the formation and running of them. LEPs will focus on key issues such as transport, skills, infrastructure, planning and housing. On 28 July the Norfolk Chamber of Commerce and Shaping Norfolk’s Future organised a debate which involved 35 representatives from the Norfolk private sector to discuss these priorities. Other issues to be discussed included the size of a proposed LEP and how it would be governed.
The Chamber’s interpretation of the function of the LEP was as follows: economic growth; private sector job creation; and economic diversity/sustainability.
29 June 2010– Letter from the RT Hon Dr Vince Cable MP and the RT Hon Eric Pickles MP – Local Enterprise Partnerships
One of the Coalition Government’s principal aims is to return power to Local Governments and streamline bureaucracy. As outlined in this letter from Vince Cable and Eric Pickles, a major part of this process will be the introduction of Local Enterprise Partnerships (LEPs).
LEPs will replace the existing Regional Development Agencies (RDAs) and will provide strategic leadership in order to promote economic growth in their areas. Within this letter the Government makes it clear that the public and private sectors must work together in order to establish LEPs. Furthermore, the size of LEPs will hopefully reflect the natural economic geography of the areas they serve.
The Coalition Government wishes to receive outline proposals by 6 September. A Government White Paper (expected late summer/early autumn) will shed more light on the details of LEPs and sub-national growth.
